We would like to offer our sincere apologies for all the trouble and distress caused by the fire that broke out in our Chiba oil refinery around 5:40 a.m. on April 16, 2006.
The circumstances on May 9 are as follows.

It was decided that the second meeting of the Chiba Oil Refinery Accident Investigation Committee for the Vacuum Gas Oil Desulfurization Unit and the Hydrogen Production Unit No. 1 would be held on May 17 (Wednesday). |

| Situation of facilities | The facilities in the area where the fire broke out are shut down, namely the vacuum gas oil desulfurization unit and the hydrogen manufacturing unit No.1. In preparation for recovery, we are continuing our examination of the damage and checking the soundness of these facilities by having the manufacturers examine the equipment. Maintenance planned for the facilities which were shut down at the time of the fire, namely the atmospheric distillation unit No.2, vacuum distillation unit No. 2, and hydrogenerated desulfurization unit No.4, will commence and will include internal cleaning of the equipment and replacement of catalytic agents. |
* We will continuously and fully cooperate with the relevant authorities and make our utmost efforts to identify the cause of the fire and to take measures against future reoccurrence.
